The series of Shared Learning Events organised by WP10 of the THCS Partnership continues to foster cross-country exchange and mutual learning across health and care systems. Three recent webinars, held on 27 May, 4 and 18 June 2025, brought together policy experts, technical leaders and practitioners to explore innovative approaches to system transformation.
27 May 2025 – “Modernising Hospitals for a Sustainable Future”
Hospitals are among the most energy-intensive public buildings. This webinar focused on how healthcare facilities, especially hospitals, can become drivers of sustainability, cost-efficiency and improved patient care. With a focus on the Czech Republic and Scotland, the session examined the challenges of aging hospital infrastructure and highlighted key opportunities to reduce energy consumption through modernisation.
Speakers Petr Šanda, Ráchel Hengalová, Monika Kocmanová, Jane Hopton and Daniel Mill discussed the main areas of hospital energy use, common inefficiencies, and the benefits of energy-efficient upgrades. They also shared insights into the regulatory and financial instruments that enable sustainable renovations, including available grants and support schemes.
4 June 2025 – “Enabling System Transformation: The Role of the Technical Support Instrument (TSI)”
This webinar explored the Technical Support Instrument (TSI), the EU programme that provides tailor-made technical assistance to Member States to design and implement structural reforms across a wide range of sectors — including health and social care.
During this session, ProMIS provided a comprehensive overview of the impact of TSI-funded initiatives. The session opened with a general framing by Simone Boselli (Policy Officer – Reform and Investment Task Force – SG REFORM), followed by three real-life case studies presented by Giovanni Viganò and Paolo Michelutti. These examples illustrated the full lifecycle of reform support: from initial co-design and planning, through operational implementation, to long-term sustainability and upscaling strategies. The three projects – “Towards Person-Centered Integrated Care”, “Child & Youth Wellbeing and Mental Health First” and “Digital Skills to Increase Quality and Resilience of the Health System in Italy” – covered different phases and priority areas of transformation
Through these real-life examples ProMIS illustrated the full cycle of TSI support and showcased how the TSI instrument can support meaningful, lasting change and contribute to the improvement of health and care services across Europe.
The Shared Learning series of WP10 continues to be a valuable space for connecting local and national experiences, building capacities, and strengthening the evidence base for transformation across Europe’s health and care systems.
18 June 2025 – “Strengthening Rural Healthcare: Building a Sustainable Workforce”
Rural and remote communities are the vibrant and resilient heart of many nations. Yet, when it comes to access to healthcare services, they are often the ones facing the most complex challenges. One of the most pressing issues is the shortage of healthcare professionals. As highlighted by the European Committee of the Regions in the opinion adopted during the plenary session on 14 May 2025, this shortage poses a threat not only to rural areas but also to the social resilience of the European Union, increasing pressure on national health systems.
This webinar offered the opportunity to understand how Romania and Scotland are addressing the challenge of professional shortages in rural areas. This includes the development of long-term strategies to enhance local skills and the experimentation with innovative care models that can be adapted to remote contexts.
Through the concrete experiences of speakers Gindrovel Dumitra, Anca Lăcătuș, Pam Nicoll and Trish Gray, the webinar explored the responsibilities and demands of different professional roles, the daily challenges and the central role of communities in building more equitable and accessible health systems in both countries.
